Although many individuals might be led to believe that this did not take place until the Second World War, the fact of the matter is that the First World War offered a wealth of opportunities within the labor force provided by the vacancies left by men in the armed services. As a result of this change within the Progressive Era, the women within society were able to enjoy a great degree of liberalization with regards to both professional opportunity as well as cultural int egration that had previously not been realized. Stanford Medical Center is located in Stanford, California and ranked as one of the best hospitals in the United States while also serving as a teaching hospital. Stanford is internationally known for its expertise in so many medical areas and for years they have continue to discover and create while working together to improve health on a global scale. In 2008, Stanford decided that they wanted to increase trainee and faculty exposure to international health and in doing so they created a team of Stanford and UCSF faculty to go on an exploratory mission to Vietnam. Vietnam lacks good health facilities and hospitals to better serve its patients. Stanford’s long term goal was to implement a curriculum development and provide opportunities for faculty to pursue research within different cultural and scientific environments. (Viet Nam Welcomes Stanford and UCSF Faculty, 2008) My report will discuss the scenario if the Vietnam government requested Stanford to develop a co-brandin g arrangement where Stanford Medical Center would operate a Vietnam healthcare facility and send some of its clinicians over to train and educate the facility’s doctors and nursing staff while helping improve and monitor Vietnam’s health quality programs. First, what is co-branding? Co-branding is a technique used by many businesses and healthcare to help with positive associations of another company’s product or brand. In this case the co-branding strategy is being used to gain more marketplace exposure. Long standing health care organizations as with any well-known organization will carry a franchise that represents loyalty both internally and with consumers. Stanford is a name already known by consumers which will further attract patients especially when ... ...ame to it. Second one would be to ensure that the original mission, values, culture, and benefits are instilled and guaranteed in every organization that’s in co-branding. My third recommendation is to expand the target market by suiting to the environments culture. My Hialeah Story

Since I came to live in the United States five years ago, I being in Hialeah all the time, this is my city and my neighborhood. I have found the place where I fell like home a large part of my family lives here and I have found the best people and friends here and full the space left empty when I left my country. In the future I may have to change the city, State or maybe just move to another city but I doesn’t matter where I am Hialeah will always be in my memories and I will never forget it. A day of May of two thousand and six I have to sadly move out of my country, leaving behind my city my house, family and friends, the school and all the places and the people that I grow up with and spend very good moments, the most precious things for a seventeen years old boy, and before I could realize all this changes I was already in Hialeah, this when my Hialeah story begins. At this moment everything turns very confusing and inacceptable but now I look back and I don’t regret anything, Hialeah it was the place where everybody welcomes me with open hands and smiles, the reunion with my family was a memorable moment, many of them that I haven’t saw for teen years other I didn’t even know personally and other like my parent and my sister I was crazy to hug them an kiss them. When I realize that I have to start a new life I thought it would be hard but actually it was easy in the school everybody was friendly and helpful the teachers great and the school beautiful at this moment I star felling in home or could say better at this new home. With the pass of the time I would notice that in my new hometown I have many things that I didn’t have in the old one and with a short time I star missing less and less until the day of today that in working and living in the same place, all my family lives here I have many friend and a lifetime of memories build around Hialeah my city. To resume I would say that I’m very happy to end up in Hialeah. Now that I know more people from here and from my country not everyone have the opportunity to live in a fun and happy city like mine. The City of The Progress offer me a lot of opportunities and is situated in a great sunny place with a close beach and best people of the word and because of this and more I love Hialeah.

Mary Shelley’s Frankenstein Essay

In Mary Shelley’s Frankenstein there are a lot of examples of how she is warning the readers about the perils of modern science. One of the biggest examples is the creator of Frankenstein, and Frankenstein himself. The fact that someone was taking the role of â€Å"god†, and trying to create life is a very scary factor in life. If someone of our kind can gain the power to create their own human life from machines, science, and electricity then they could have the ultimate power. Power is something that all human kind wants to achieve, but also fear. Power goes along with the perils of modern science, which Mary Shelley warns the readers about. Modern science is definitely something to fear, and that is exactly why Mary Shelley was warning her readers. Frankenstein is just a huge example period about how scary modern science is, and why she was warning us. Mary Shelley makes references in Frankenstein from Milton’s Paradise and Garden of Eden. So much has been done, exclaimed the soul of Frankenstein—more, far more, will I achieve; treading in the steps already marked, I will pioneer a new way, explore unknown powers, and unfold to the world the deepest mysteries of creation. † The quote shows; especially the part where he says he will â€Å"explore unknown powers, and unfold to the world the deepest mysteries of creation†, a great example of how she is warning the readers about the perils of modern science. It states how exploring more with science will help him create more out of life. The deepest mysteries of creations†, is something scary to even think about someone exploring. Frankenstein has a lot of similar qualities to the god in Milton’s Paradise Lost. One great example is what was said earlier, which was the fact that they both want to create life. There is also the fact that both creators rejected their creations. The quote from page 57 Frankenstein says, â€Å"Oh no mortal could support the horror of the countenance†, which is him completely rejecting his creation and only based solely on his horrendous appearance. This book is all about him experimenting and creating life and acting as god. He creates life, and then instantly rejects it because it was not created to his full potential, which means he will continue to create again until his creation is perfect. With so many rejected creations can come so many problems, and who knows what the rejected creations will become. Just like with Frankenstein’s creations, he was portrayed as a fearful monster, which is what mankind was afraid of and wanted nothing to do with. Not only was Frankenstein’s creation hideous looking, but it also lacked in speech, which made people even more scared. People are afraid of not being able to communicate, and not being able to understand. Shelley is not only warning us as readers about science, and what the future could hold because of these experiments, but she is also showing what happens when someone acts as god, and completely fails. When you are not only ignorant, but also irresponsible on top of that, these types of mistakes will happen, and you will end up regretting what you have created; â€Å"I was seized by remorse and the sense of guilt, which hurried me away to a hell of intense tortures, such as no language can describe. â€Å"

The federal bureaucracy has three principle functions, executing laws, creating rules and adjudication. Interest groups remain a powerful force in American politics as they continue to organize and represent significant sections of the community. As a result, they will continue to have a privileged claim on the attention of the executive branch and the president himself. In the I-J, pressure groups seek to influence and limit the power of the prime minister as they are the heart of the core executive which develop and make government policy. However pressure groups are ineffective as they priorities the need to shape the content of public policy. This was demonstrated with the National Farmers Union which works with the Department for Rural Affairs in implementing policies related to farm subsidies, disease control and animal welfare. Problems arise with pressure groups as they can be seen as being incompatible with a pluralist society where political resources and access to government are spread widely in the hands of many diverse groups. Pressure groups are fostering an elitist view of society in which lattice resources are in the hands of few not many. Media Administrations have taken media relations seriously for many years. Before the advent of the electronic media, successive presidential administrations had on occasion suffered from adversarial press coverage, and benefited from supportive reporting. What the media reports and say can have a profound limit to what presidents can do. President Theodore Roosevelt was an active campaigner for his policies, and believed that press dissemination of his energetic and well-structured speeches could act to maintain his proposals high on the public agenda, even to the extent of appealing directly to the public in an attempt to influence the congressional receptiveness to presidential initiatives. Newsstands analysis is central to the scholarship of the presidency, but it is not universally accepted. Among the dissenters, Charles O. Jones 1994, similarly accepts that the presidents authority is limited but Jones is not convinced by Newsstands argument that the resources exist whereby the system can in practice be adapted to become presidency-centered. Other constraints include pressure groups and offices of persuasion however due to their person agendas limiting presidential power is not a priority resulting in effective constraints by these administrations. A Biography Of Booker T Washington History Essay Birth, Parents and Family Life The well known clichà ©, bad beginnings have good endings, resonates in one’s mind when this name is mentioned. Booker T. Washington’s life, undoubtedly encapsulate this well-known phrase as throughout his life evidence proves how he grew and became very successful. Booker Taliaferro Washington’s life began on April 5th, 1856 where he was born into slavery on the Burroughs Plantation in the rural, Hale’s Ford, Virginia. He had three siblings, one of whom was adopted. His mother Jane was an enslaved African American woman who worked as a cook on the plantation. His father was a white man, whom he knew very little about. His mother later married another slave, Washington Ferguson, who left to for West Virginia. Early Life Washington’s early life was that of a slave where he lived in a small cabin and slept on a dirt floor with only a â€Å"pallet† that was put on the ground for his comfort. Survival was a strugg le as his mother Jane from time to time would take a chicken or an egg from her masters and cook them during the night just to feed her children. From an early age, Booker knew what labour entailed and began working quite young. One of his duties was to carry sacks of corn to the mill on the back of a horse. Sometimes when a sack fell on the ground he had to wait for hours for someone to come and replace it on the horse’s back. Washington’s discomfort of his living arrangement and hard labour as a child was mingled with the discomfort of his clothes and shoes. Until his shirt was worn for six weeks, Washington had to bear the pain from his flax material shirt which pricked his skin. The discomfort was so great that once his brother offered to wear his shirt until it got a bit softer. His shoes also were uncomfortable as his first pair of shoes had wood as its sole and coarse leather tops. Education Although he went to school while he was a slave, Booker T. Washingtonâ €™s education only began when his family was freed of slavery. In Washington’s time, it was illegal for slaves to go to school and be educated. However, Washington went to school with James Burrough’s daughter in Franklin County, not as a student but to carry her books. It was only when the Emancipation Proclamation in April, 1865, Washington now nine, was read to the jubilant slaves that Booker was able to spread his wings a bit. Washington, his siblings and mother soon left the plantation with a wagon that his stepfather sent for them to join with him in Malden, West Virginia. Because of the state of poverty that the family was faced with, Washington could not have had a normal schooling experience. Instead, at the tender age of nine, Washington was thrust into the world of work. His stepfather, who worked in the salt mines, found work for him and his brother at a salt mine that began at four in the morning and ended at nine. Sometimes they even worked at coal mi nes. One Mr. William Davis opened a school for coloured children. Booker’s parents allowed him to go but on the condition that he maintain his job. As Booker worked in the morning period, he was now able to attend school later in the day but returned to the mine after school.

Gulick’ 7 Functions In 1937, social scientists Luther Gulick and Lyndall Urwick (Papers on the Science of Administration) describe seven â€Å"major activities and duties of any higher authority or organisation†. Since then, the acronym POSDCORB has been used to describe the 7 functions of managers: This essentially refers to the various steps or stages involved in a typical administrative process. POSDCORB stands for: Planning: This essentially refers to establishing a broad outline of the work to be completed and the procedures required to implement them. Organising: Organising involves establishing a structure of authority, formally classifying, defining and synchronising the various sub-processes or subdivisions of the work to be done. Directing: This comprises of continual decision making and delegating structured instructions and orders to execute them. His solution was to establish a strong chief executive to counter the divisive aspects of increasing specialisation and division of labour. 2. Fayol Gulick and Urwick built their ideas on the earlier 14 Principles of Management by Henri Fayol in his book General and Industrial Management (1918). Fayol defined theory as â€Å"a collection of principles, rules, methods, and procedures tried and checked by general experience† (Fayol 1918) Fayols 14 Principles Division of Work Authority and Responsibility Discipline Unity of Command Unity of Direction Subordination of Individual Interest to General Interest Remuneration of Personnel Centralisation Scalar Chain (line of authority with peer level communication) Order Equity Stability of Tenure of Personnel Initiative Esprit de Corps Fayol’s influence on Gulick is evident in the 5 elements of management discussed in his book. Fayol clearly believed personal effort and team dynamics were part of an â€Å"ideal† organisation. Planning – examining the future and drawing up plan which areas of action Organising – building up the structure (labour and material) of the undertaking Command- maintaining activity among the personnel Co-ordination – unifying and harmonising activities and efforts. Control – seeing everything that occurs conforms with policies and practices. Fayol’s five principle roles (Plan, Organise, Command, Co-ordinate, and Control) of management are still actively practiced today. The idea of giving authority with responsibility is also widely commented on and is well practiced, though his principles of â€Å"unity of command† and â€Å"unity of direction† are not adhered to in the structure of choice in many of today’s companies. 3.0 Management Theories There are several important management theories which basically classified are as follows: The Scientific Management School such as the works of Frederick W. Taylor and Lillian Gilbreth’s motion study, The Classical Organisational Theory School such as the works of Henri Fayol’s views on administration, and Max Weber’s idealised bureaucracy, The Behavioural School with the work of Elton Mayo and his associates. Management is the process of designing and maintaining an environment in which individuals, working together in groups, efficiently accomplish selected aims (Koontz and Weihrich 1990, p. 4). Theories provide an understanding of what we encounter. A theory provides criteria for what is relevant. Theories enable us to communicate effectively and develop more and more complex relationships with other people. Theories make it possible to keep learning about our professions with continuous development. Management Theories Since the late 1800’s management theories and scientific approaches have been produced by a number of people such as Henri Fayol, Fredrick Taylor, Elton Mayo, Henry Gantt and Frank and Lillian Gilbreth. These people introduced the classical and scientific approaches and over the years developed these principles through their working careers. These styles have changed, merged and stayed the same depending of the person implementing their ideas and the type of company they work for. The traditional classical approach started around the beginning of the 19th century and mainly focused on efficiency together with bureaucratic, scientific and administrative styles of management. The bureaucratic style of management tends to rely heavily on a structure of guidelines such as rules and procedures. While the scientific approach to management mainly focuses on â€Å"the best way to do a job† and the administrative style really emphasises the flow of information in the operation of the organisation. Later towards the end of the 20th century the empowerment style was developed and as a result helped give the employee a sense of responsibility. This was done by offloading some of managements work onto the shop floor and turn gave the employee a sense achievement and direction at work. Modern Theories of Management, Human Relations Douglas McGregor (1906-1964): Who is best known for his formulation of two sets of assumptions- Theory X and Theory Y. McGregor argued that managers should shift their traditional views of man and work (which he termed Theory X) to a new humane views of man and work (which he termed Theory Y). According to McGregor, A theory X attitudes man was lazy and work was bad were both pessimistic and counterproductive. Theory X assumes that people have little ambition, dislike work, want to avoid responsibility, and need to be closely supervised to work effectively. Theory Y, proposed that man wanted to work and work was good. Theory Y offers a positive view, assuming that people can exercise self-discipline, accept responsibility and consider work to be as natural as rest and play. McGregor believed that Theory Y encompassed the true nature of workers and should guide management practice.   Ã‚   Fig 1. Douglas McGregor Theory X and Y. Scientific management – This type of management was introduced by Frederick Taylor and focuses on the worker and machine relationship and as a result of this approach helps increase productivity by increasing the efficiency of the production processes and as a result of his research, Ford Motor Co. embraced this style of management. This type is also designed so that each member of staff has a specified, well controlled task that can be performed as instructed. Time and motion – Frank and Lillian Gilbreth developed this method by focusing on identifying the individual motions of a task. These motions were combined to form both the methods of each operation and the time it took to carry out each task. They believed it was possible to design and time the method of each task in advance, rather than relying upon observation of trial and error. Administrative Management – Henry Gantt developed the Gantt chart, which is used for scheduling overlapping tasks over a period of time. Gantt charts have since become a common technique for representing the phases and activities of a working project and break down the structure so they can be understood by all. Gantt’s management approach focused on motivational schemes and as such emphasised heavily on rewarding staff for good work as opposed to disciplining them over poor work. He also looked at the quality of management skills in building effective industrial organisations. Motivation – Abraham Maslow developed the human relations and behaviour theory in the 1950/60s by distinguishing between what motivates people to do certain activities. His theory suggested that people had to satisfy one level of need before moving onto the next and this in turn resulted in what ultimately motivates people / staff. This is shown in the pyramid illustration as shown below. Fig 2 . Maslow’s Hierarchy of Needs Empowerment – This style of management is a modern theory and was developed in the early 90’s and basically gives the employee a sense of power at work. This is carried out by the employee being authorised by their superior to carry out certain duties without the need to seek approval from above. This type gives the employee a sense of responsibility and achievement while helping to reduce the workload of their boss and in turn cuts down the amount of work the manager has to do as they have delegated certain responsibilities. 4. Challenges Managing People in Construction As highlighted in numerous government and academic reports (Latham, 1994; Egan, 1998, Fairclough, 2002), the construction industry is a sector of the economy which faces many challenges, especially in terms of performance. There are many challenges facing a construction manager. Many challenges are a result of construction operations, while others are a result of indirect activities. A number of challenges are not construction related issues but must be addressed and managed by the construction manager. These issues include workforce/labour considerations, safety, time, and the changing nature of construction work. The construction industry in general is a labour intensive industry and the role of construction manager is to manage people in a strategic and tactical way. One way of managing people would be a classical theory on human behaviour / relations such as Elton Mayo’s on motivation, as a group working dynamics will always have an impact on the projects performance. The term group working dynamics refers to the attitudes, energy and interaction of its group’s members and leaders. The groups working dynamics will always be dependent on the overall effectiveness and efficiency of the project depending on the coordinated efforts of staff working together as a team. Human resource is the most valuable asset in construction industry. Human resource practices are generally concerned with gaining value through increased skills, productivity, contribution, and cost consciousness and productivity are the important factors affecting the overall success of any construction project. Human resource management is the process of finding out what people want from their work, what an organization wants from its employees, and then matching these two sets of needs. Construction projects depend on the knowledge and skills of planning and executing the work. The quality of this most important resource: people, which is what differentiates one team or company from another. Having talented management on board to guide and direct a project is paramount. Having the right balance of skilled and unskilled workers to perform the work is a basic necessity. Finding and recruiting sufficient numbers of skilled, talented people is becoming increasing difficult. There are many reasons this is a problem. One of which is construction is generally viewed as being one of the least desirable industries in which to work. By nature construction is dangerous, dirty, hard work. Other industries out there offer preferred work environments that are cleaner, safer, and generally more desirable. Consequently, there is a severe shortage of talented people willing to work in construction. In order to maximise long term performance, it is important to provide the training necessary to enlighten your workforce. Leadership must be developed among the workforce to aid in effectively coordinating work activities by providing communication links between management and labour. This provides the opportunity for upward mobility and gives motivated people the chance to advance professionally. Empowerment leads to high levels of commitment, enthusiasm, self-motivation, productivity, and innovation. Benefits of this include feelings of appreciation, belonging, and heightened self-worth. Empowerment enables employees to make decisions for which they are accountable and responsible. Empowerment of workforce is one of the keys to improving construction performance. 5. Conclusion – The management theories that have been discussed, important as they are, have to be translated in practice by construction managers, For practicality, all construction managers must develop three sets of skills, namely; conceptual, technical, and human ( Fleet and Perterson 1994, p. 25). A good construction manager should also be able to see members of the organisation as human beings who have needs and psychological feelings and emotions. The development of management theory involves the development of concepts, principles, and techniques. There are many theories about management, and each one ad to our knowledge of what managers should do. Each one has its own characteristics and advantages as well as limitations. The operational, or management process combines each and systematically integrates them. The styles of management best suited to construction are a blend of all described above whilst trying to motivate staff using both the autocratic and democratic approaches because of the need to be one type of boss with one employee and another with somebody else. This is extremely prevalent when dealing with health and safety where and autocratic authoritative style is a prerequisite to the success of reducing the risk of accidents on site. Therefore a manager who makes definitive attempts to translate theory into practice is more likely to increase productivity than a manager who chooses to use the trial and error method of management. 6. Adolf Hitler Introduction Hitler, Adolf (1889-1945), German political and military leader and one of the 20th century's most powerful rulers. Hitler converted Germany into a fully militarized society and launched World War II in 1939. He made anti-Jewish culture a top priority of his lies and policies and built the Nazi Party into a mass movement. He hoped to conquer the entire world, and for a time dominated most of Europe and much of North Africa. He founded sterilization and euthanasia measures to enforce his idea of racial purity among German people and caused the deaths of millions of Jews, Roma (Gypsies), Slavic people, and many others, all of whom he considered inferior. Early Years Adolf Hitler was born in Braunau am Inn, Austria-Hungary, in 1889. Hitler had a comfortable childhood. His grades at school were above average and it was decided that he would attend a secondary school that prepared students for further studies and emphasized modern languages and technical subjects, at the school which was called a Realschule. However, Hitler and his father strongly differed over his career plans. His father wanted him to enter the public service. Hitler insisted on becoming an artist. So Hitler did poorly in Realschule, having to repeat the first year and improving very little from then on. During this time, Hitler began to form his political views: a strong sense of German nationalism, the beginnings of anti-Jewish culture. Like many German-speaking citizens of Austria-Hungary, Hitler considered himself first and a pure German. The death of Hitler?s father in January 1903 changed everything. The family income was adequate to support Hitler, his mother, and his sister, but the absence of a dominant father figure alte... ... of Europe, the war hastened the end of colonial empires and the emergence of the new Jewish state of Israel. It also brought about the creation of new international organizations like the United Nations that might prevent such wars in the future. Ironically, these developments were the exact opposite of what Hitler had hoped for. His ambition to make Berlin the capital of the world was not realized, and the enormous buildings he started designing for it in the 1920s were never built. Hitler combined organizational and manipulative talents with great cunning. He was simultaneously obsessed with fantastic visions and blinded to reality by those very visions. However, many Germans shared at least a portion of those visions. This support made it possible for Hitler to use the resources of Europe's second largest population and most advanced economy to pursue his dreams.

William Gibsons Johnny Mnemonic Essay -- William Gibson Johnny Mnemon

William Gibson's Johnny Mnemonic "Johnny Mnemonic," is a short story written by William Gibson. It appears in a book of short stories written by Gibson called Burning Chrome in 1986. Gibson is a writer of science fiction and one of the first to write in the new genre called cyberpunk. Cyberpunk is a type of fiction that examines a futuristic world dominated by computer technology, massive cartels, and cyberspace. In other words, its an artificial universe created through the linkup of tens of millions of machines (Gibson 904). This is the futuristic world of Johnny Mnemonic. Even though this story is very interesting in terms of science and technology, it is also interesting in the sense that this short story examines how technology and science can affect the worlds delicate cultures. In this examination of the short story "Johnny Mnemonic", I will define what is meant by culture and describe how technology and science has effected the unique subcultures of the Lo Teks and Yakuza. Two subcultures that are within the larger cyberpunk cultures described in "Johnny Mnemonic". As well, I will describe where the characters such as Johnny Mnemonic and Molly millions , fit in to these cultures, if they do at all. Also on this same theory, I will give examples of how our own cultures in today's world contrast with these fictional cultures in "Johnny Mnemonic", but I will also show how we are following in the same path in which those in "Johnny Mnemonic" have followed. Total Quality Management in Higher Education

TOTAL QUALITY MANAGEMENT IN HIGHER EDUCATION Ranjana, Lecturer Doaba College of Education ABSTRACT In this world of ever-growing competition, rapid changes of technology, privatization and internalization in education have led to the use of the concept of TQM in higher education. Student is nowadays considered as a customer and the system of education needs to be according to the needs of the customer (Student). In India, inspite of a large number of Universities, deemed universities, medical, engineering, arts and science colleges the quality of higher education leaves much to be desired. Therein lays the need of applying TQM in higher education. The paper answers to the question as how to apply TQM in higher education. PAPER Excellence-Whether in a National Endeavour, a Company, an Athletic competition or a Personal Goal-Comes from the Never Ending Pursuit of Improvement. Introduction In this world of ever increasing competition, rapid changes of technology, declining quality, changing demographics, privatization and internalization in education have led to the use of the concept of TQM in education. The student nowadays is considered as customer and the system of education needs to be according to the requirement of the customer (student). India has 350- plus Universities and deemed universities and over 14,000 medical, engineering and arts and science colleges. Despite this the quality of higher education in India has left much to be desired. All this highlights the need for TQM in higher education. In this paper I intend to throw light on the application of TQM in higher education, simultaneously highlighting the benefits of applying TQM and the Accreditation agencies in India. For this, I surveyed the relevant literature on the topic. Conceptual background of TQM The three major figures in the TQM movement are: W. Edwards Deming, originator of fourteen points of TQM, Dr. J. M. Juran, author of the Juran Trilogy and Philip B. Cresby, who outlined the four Absolutes of Quality Management. Dr. W. Edwards Deming, an American by origin is known as the â€Å"Father of the concept of TQM†. He framed the concept of TQM in 1946 after World War II for production of goods and services in consumer sector. It was intended to satisfy the quest by customers for quality in products The Americans didn’t realize its importance but the Japanese embraced the concept. As a result, Japanese secondary markets were rebuilded and its Tertiary economy also nurtured. This led the American Industrialists in 1980’s to adopt TQM as a vital component in their operations. TQM: Meaning Total Quality Management or TQM is a management strategy aimed at embedding awareness of quality in all organizational processes. Everyone in organization strives and creates customer satisfaction continually at lower real costs. Quality assurance through statistical methods is a key component. TQM aims to do things right the first time, rather than need to fix problems after they emerge. Higher education: Meaning Higher education is the education beyond secondary school level. It includes the colleges and the Universities. TQM in Higher Education TQM has been recently introduced and experimented in higher education. Many Universities and Colleges enhance the quality of higher education by applying Total Quality Management as a tool. We can understand the meaning of TQM in higher education in light of a definition given by Tulsi (2001) TQM in higher education means improving the quality of courses, input, instructional process, resource management processes and structure as well as student support service output and linkages with world of work and other organizations. † As the definition embraces a vast area of educational activity, therefore the support and cooperation of Faculty and Staff members are needed for quality improvement. Participatory team work of all occupies a critical place in the practice of TQM. TQM is total in 3 senses:- 1) Customer focus 2) Involvement of staff members ) Continuous Quality Improvement( CQI) The student is the customer, who buys the study course, thus he has a right to get the relevant course material, fairness, congenial learning environment, access and expertise of the teacher and also access to course material (Sytsma, 1996). It involves the combined and continuous efforts of all those involved with system of education, directly or indirectly: may they be the College Board, superintendent, principal, students, faculty, administrative staff, Universities and Accrediting agencies in India. In India we have Accrediting Agencies like NAAC and ISO (The International Organization for Standardization Accreditation) which are enforcing standards of TQM in higher Education institutions. Benefits of Applying TQM Application of TQM in Higher education Institutions ensures improved communications, increased involvement, improved quality and efficiency in a general context, and increased potential for productivity. How to Apply TQM in Higher Education The essential elements of TQM in higher education may be summed up as:- †¢ Awareness and commitment for everyone To promote an al-round development of the student in terms of his linguistic, kinesthetic, visual and mathematical talents every participant in the teaching-learning process needs to put his/her best efforts to promote the highest possible quality at each step of the developmental process. For this everyone should be made aware of TQM. For this a staff meeting between the staff parents and college management should be held where the overview of TQM elements should be given and a clear commitment from the College Board, principal should be made for applying TQM in their system of education. A clear mission There should be a clear customer-focussed mission statement accompanied by necessary programmes to achieve it. The programmes should be set according to local, state and employer needs. In other words they should enable the students to face the problems of real life rather than mere memorization of subject matter. †¢ A Systems Planning Approach Instead of compartmentalizing kno wledge into separate subjects, it should be provided as an integrated whole so that a student can use his scientific or mathematical knowledge effectively by combining it with the communication skills of English. For this, there should be an Inter-department planning. †¢ Teaming Replacing Hierarchy The administrators, supervisors and department chairpersons should extend full support towards the Task improvement teams so as to make TQM a success. They should insist on clear missions and should coordinate between the task improvement teams †¢ Enablement and empowerment replacing fear Instead of generating fear among the members of improvement teams, they should be given opportunities to become experts by giving them authority to take informed decisions. This will eventually motivate them to work with dedication. Focus on Mastery-Learning In traditional classrooms, teachers often follow the sequence:- As a result many students fail to learn up to the highest possible level. The TQM alternative is In â€Å"Check† step, formative (Not-for-grade) testing is used to determine which learning some students missed. Then that portion is taught to students in some other styles. The chec king and revised teaching can be repeated if it is needed. The students who have mastered the material either move to enrichment learning or assist other students with their instructions. This ensures complete mastery over learning material for most of the students. Management by measurement The teacher should measure the data in Steps#3 and Step#4 to study the relationship of the remedial program and final learning result. This recorded data results in improved learning and cost effectiveness. †¢ Development of student TQM Skills The college staff should integrate TQM in the learning courses of students or provide it as a separate course. †¢ A Humanistic Focus on learning environment William Glasser has given some conditions for quality work based upon his translation of TQM principles as:- o Give a warm, supportive environment. Ask students to do useful, best possible work and to evaluate their own work. o Quality work should feel good and should be constructive. Conclus ion In the end we can say that Total quality Management in Higher education is the need of the hour. It would motivate teachers to contribute to educational standards and development of academic culture. It would inculcate a team spirit among teachers and administrators to promote harmonious development of students, so as to make them befitting citizens of tomorrow. Nehemiah’s Leadership Skills

Nehemiah was the son of Hacaliah and he was also the cupbearer of the Persian king Artaxerxes. He was putting on a sad face and the king did not like that and asked him why he was sad, though afraid he answered that the city in which his fathers had been buried was a ruin so then he asked permission to go and rebuild the it. He played a decisive role in the rebuilding of Judah. In 444 B. C. the king appointed Nehemiah governor of Judah under the Persian Empire and permitted him to go to Jerusalem in order to help his fellow Jews. Upon his arrival Nehemiah secretly inspected the city walls which were still in ruins. This became known to his two arch-enemies, Sanballat and Tobiah, who repeatedly acted to foil his plans for rebuilding the walls (Neh 2:17-20); but despite their active opposition, Nehemiah succeeded in his building project, completing the work in 52 days (Neh chaps. 3-4), and stationed guards at the city gates and also enforced several of the laws, such as the payment due to the Levites, the observance of the Sabbath and the abolition of mixed marriages. He concluded his memoirs with a prayer to God to remember to his credit all of his efforts to strengthen divine law within Jerusalem . In order to repopulate Jerusalem, the number of whose inhabitants had dwindled greatly, he ordered that one out of every ten Jews should take up residence in the capital. He also instituted a series of religious and social reforms including the commitment to avoid intermarriage, the cancellation of debts owed by the poor, the support of the Temple cult, and the payment of tithes drawn up and sealed in a covenant (Neh chap. 10) and he then returned to Persia. After Nehemiah was given the permission to go and rebuild the city we see that he had some leadership qualities which helped him in the rebuilding process. Let us look at some few leadership skills which helped to navigate Nehemiah in the rebuilding of the city. Firstly and foremost, Nehemiah put God first and let Him lead him through prayer: The Book of Nehemiah starts and ends with prayer. And in between, Nehemiah often sends up quick prayers to heaven and asks for God’s help. â€Å"Do not pray for tasks equal to your powers,† said Phillips Brooks. â€Å"Pray for powers equal to your tasks. One mark of true spiritual leaders is their honest acknowledgment of their own inadequacy and their humble trust in the power of God He had courage: We can see that Nehemiah had courage firstly when he courageously told the king why he was sad and the king did not like to see sad faces and also he also took that opportunity to ask the king permission to go and rebuild the city and finally taking on the task of rebuilding the city shows that he had courage. Also . After the Israelites had begun rebuilding the wall of Jerusalem, some opposition arose from other occupants within the Palestine area. Nehemiah remained steadfast and courageous and rallied his people to continue the work He was determined: Nehemiah was determined because the work he was doing was a great work and he was serving a great God. He was determined because the city was in great reproach, and he wanted it to bring great glory to God. He was determined because he was part of a great plan that God had for the world as He worked through the Jewish nation. So, the next time you feel like quitting, remember Nehemiah and stay on the job until the work is finished to the glory of God. He had vision and saw the greatness of the work: No matter what God has called you to do, it’s a great work because it’s part of the building of His church; and that’s the greatest work in the world. If you lose the greatness of a vision, you will begin to cut corners in your work, stop making sacrifices, and start looking for something else to challenge you. Nehemiah realized that what he was doing was far bigger than simply repairing gates and rebuilding walls. He was serving the Lord God of heaven and getting the holy city ready for the coming of the Messiah! He submitted to authority: The call of God is not an invitation to become independent and ignore authority. Nehemiah respected the king and submitted his plans to him for his approval before he went to Jerusalem. Even more, Nehemiah submitted to the authority of the Word of God. He invited Ezra to teach the Law to the people so that they too would obey the will of God. It is a basic rule of life that those who exercise authority must themselves be under authority. Nehemiah was a man who was dependable because he was accountable. He was organized in his work: He planned his work and worked his plan, and God blessed him. We can see this when the king asked him how he would do it, he asked the king if he could have letters to the governors of Trans-Euphrates so that he would be provided for protection. Also, he wanted the kings approval to go to Asaph (the keeper of the king’s forest) so that he would be given timber to make beams for the gates of the citadel by the temple and for the city wall and the residence he would occupy, this shows that he had planned how he would start the building of the temple. He had passion: An important leadership principle displayed by Nehemiah was a deep passion for his God, his people, and his homeland. He heard of the destruction of the wall in Jerusalem and became overwhelmed with grief for the disgrace of God and his countrymen. This grief ignited a passion within Nehemiah to ask permission from his master to return to Jerusalem to rebuild the wall of the city. He was evaluative: Another important leadership principle shown by Nehemiah was that an effective leader evaluates a situation before acting. Nehemiah had received permission from his master to return to Jerusalem. When he arrived the first thing he did was to quietly take a private tour around the city wall to assess the damage and formulate a plan for rebuilding it. He enlisted others to work: An aspect of leadership principle displayed by Nehemiah was that effective leaders recruit and delegate responsibility to others. After Nehemiah had assessed the situation and formulated a plan of attack, he shared his plan with others and allowed them to help him with the work. Effective managers realize their need for others and that it takes many hands to accomplish a great task. He knew how to handle bad news: Life is full of bad news. It could be a small disappointment to a catastrophic occurrence, but when bad news comes your way, how do you respond? A strong leader is not only able to take the bad news, but wants to know it. Sticking your head in the sand is a sure sign of immaturity and lack of trust in God. He inspired camaraderie to people: One of the main leadership principles shown by Nehemiah was that effective leaders inspire camaraderie among his people. As mentioned above, Nehemiah led his people in the face of intense opposition; yet, by his leadership, the people did not run away, but continued the work until it was finished. They worked together with one person rebuilding his section of the wall, while his partner stood guard to protect him from attack. He shared what he had: Another leadership tenet displayed by Nehemiah was that top level managers share the rewards of success with their people. Effective leaders are kind and generous. Nehemiah demonstrated this trait by standing up for the poor against extortion and inviting large parties of people to eat at his table each meal. He stood fast on core values: We can see that Nehemiah stood fast in core values in that after the wall had been rebuilt, the Israelite people began to do things that were not pleasing to God. A, 1978 HOW I WOULD APPLY NEHEMIAH’S LEADRSHIP SKILLS IN MY OWN LIFE Firstly the most important leadership skill Nehemiah had according to me is that he put God first and let him lead him through prayer so I would use this skill by talking to God before facin g any situation and the reason I say this is an important leadership skill is because it is through this skill that we may get every other skill that follows. This way God will help you to do the task at hand. Also we see that also had something important and that was courage, so this helps me because I know courage is an important quality in a leader so I ask God for courage when tackling my tasks. Another thing is that I have to be determined to complete the task so that incase there as may occur any push back determination will lead you into completing the task and to do it well too. Something else that had was his vision we should also have vision in the work we are doing and we should like Nehemiah notice that the work we are doing has a higher purpose that what we look at directly, we can see that Nehemiah was not only rebuilding the walls but in depth was serving the lord and getting it ready for the messiah Jesus Christ. Another aspect in Nehemiah’s leadership qualities is his submitting to authority this shows we should respect and follow authority and not act like we are above it. We should also look at Nehemiah’s quality of self organization this shows me that in order for me to be a good leader or perform a task at my level best I should plan for my work as this will help you in accomplishing your goal. Another quality that Nehemiah displayed was passion, we should this to make us also have passion and this means we should have heart on what we do and do it with satisfaction. Again we see that Nehemiah was evaluative this means we should also follow this example by evaluating situation before jumping into conclusions and fully assessing them doing this will help you to perform the job effectively. Another thing is that like Nehemiah we should also entrust others with work this is done by delegating jobs to others tis shows that you trust them and this improves relation among workers. In many times there are always bad news so we need to know how to handle the bad news and we should talk to God to help us cope with them. As leaders we should inspire camaraderie among people this will strengthen our bonds and be able to look out for each other. To better ourselves using Nehemiah’s leadership quality of sharing what we have with others makes us better people and we should not look down upon people but treat them equally. In motivating others, we must always present the challenge and the benefit. I find that people really love to be challenged, to push the envelope and do what looks difficult or impossible. Presented in the right way, it will motivate people to join. And lastly as Nehemiah did, we should stand firm on core values and not be swayed to do the wrong things that would not please God but do God’s will.
